Respectarea suveranitatii nationale limiteaza evident posibilitatea EC de a impune conditii pentru legitimarea organizatiile noastre guvernamentale ca fiind la nivelul rolului institutional presupus de EC. Aceasta ar fi necesar insa pe plan national, fiind posibil sa ramanem intre timp numai cu coordonatorii gevernamentali dar fara institute CD recunoscute si pe plan extern. In consecinta singurul apel care mai poate fi formulat este acela pentru solutionarea reala a crizei sistemului CD national, in acord cu angajamentele asumate fata de EC si opusa unor campanii de imagine a bunelor intentii de aderare.
